By Obe Everett, Project Director–Louisville Water Company
When Louisville Water Company embarked on its Oracle HCM Cloud implementation, the path forward was anything but straightforward. What began as a high-stakes project under significant pressure has grown into one of the most rewarding professional experiences of my career — a true testament to what a committed, talented team can accomplish when aligned around a common mission.
Partnering with ACSE Solutions, our implementation team tackled a comprehensive suite of Oracle HCM Cloud modules, including Core HR, Benefits and Compensation, OTL and Absence, Talent, Recruitment, and Learn — along with Oracle Integration Cloud (OIC) to manage critical third-party integrations. The scope was broad, the timeline demanding, and the stakes high. There were moments of uncertainty, but the collective expertise and determination of both our internal Louisville Water team and our ACSE Solutions partners kept us moving forward with focus and purpose.
On December 20, 2025, Louisville Water went live on Oracle HCM Cloud — a milestone that marked not just a technical achievement, but the culmination of months of hard work, problem-solving, and resilience. From day one, the results were encouraging. The system accurately accounted for our entire workforce, and we successfully completed the 2026 open enrollment and benefits transition for all employees under the new platform. Over six consecutive pay periods, the system processed payroll and benefits accurately and on time without disruption. Most notably, we transmitted CERS retirement data and received acceptance a full week early — a clear signal that our data integrity and compliance posture were solid.
By March 2026, Louisville Water achieved full project stabilization and closure. The organization established standard operating procedures, user adoption was firmly underway, and the organization confidently transitioned into steady-state operations. The team also established the groundwork for a Phase 2 enhancement roadmap that targets deeper functionality in Learn (LMS) and annual performance management. This further shows that the organization built this platform to grow with us. This journey reinforced something I believe deeply: successful technology transformation is never just about the system. It is about the people — the internal champions who embraced change, the functional leads who owned their processes, and the ACSE Solutions team who brought expertise, dedication, and partnership every step of the way. Together, we turned a challenging implementation into a scalable foundation that will serve Louisville Water's workforce for years to come.
